Onwards and Upwards happens at Cargo Elevator, and it does not ask for the Hook Gun, the Goop Gun, the prototype, or the access card. The icon is visible before you earn it, so you can read “Activated the Cargo Elevator” before the popup. The Steam id is OnwardsAndUpwards.

Playing for Onwards and Upwards
Bring two players and working microphones for Onwards and Upwards. Once the facility splits you, the walkie-talkies carry what the other Explorer can see, and Onwards and Upwards completes only when the pair actually does this: Activated the Cargo Elevator.
The achievement beside Onwards and Upwards is Many Ways. Treat it as a nearby task while you chase Onwards and Upwards, not as a percent you are required to match.
Onwards and Upwards is more common than rank 8. If you are stuck, read “Activated the Cargo Elevator” exactly before you assume a later puzzle is required.
On a later session, say “Activated the Cargo Elevator” when you expect Onwards and Upwards to pop. 59.3 percent of players already have Onwards and Upwards. That share is a familiarity clue, not a clock.
