Ensnared Potential happens at Particle Accelerator, and it does not ask for the Hook Gun, the Goop Gun, the prototype, or the access card. The icon is visible before you earn it, so you can read “Turned the particle accelerator on” before the popup. The Steam id is EnsnaredPotential.

Playing for Ensnared Potential
Bring two players and working microphones for Ensnared Potential. Once the facility splits you, the walkie-talkies carry what the other Explorer can see, and Ensnared Potential completes only when the pair actually does this: Turned the particle accelerator on.
Achievements that sit beside Ensnared Potential are This is fine and Any Colour You Like. Use them as nearby tasks while you chase Ensnared Potential, not as a percent you are required to match.
